You my man have a ground problem. The ground cable from the battery to the engine may be corroded inside the insulation, or under where it mounts to the motor, also at the cable mount on the battery. I'm baffled. Relay issue.
This is the correct information on the relays. When all the head light are of you should have power at the #30 on the relays. Reverse your test light from the clamp on the ground to clamp at positive post of the battery. With the relay unplugged from the connector touch top of the test light on...- mshawn
