Don't know how you may have capped / looped / eliminated stuff, but are you sure the EFE valve in the exhaust is open? I accidentally looped mine to vacuum when I was playing with emission stuff trying to isolate carb issues, and it barely ran.

Nevermind, found a relevant thread with pics. Missed it on my last search.

Thanks, guys!

OK, tried to get this done yesterday on the passenger Front door on my 'Burb. Carefully used a strong magnet to hold the nut in place. Just as I am turning to grab the new bushing, I see my 2-year-old son's hand reaching for the magnet. Sure enough, Yoink! and clankety-clunk.

No, he wasn't being an asshole or anything. In fact, I never got to talk to the older guy, he originally came over just as they younger guy was finishing up my inspection... He asked me to pull up out of the line and called over 3 or 4 of the young guys and was poking around under the hood with...
Failed AZ emissions today on visual. Had the bad luck to get the grizzled old mechanic inspect my 'burb while he was training some new guys and he spotted my "off road use only" Edelbrock carb despite the fact that I had managed to get all the emissions stuff hooked back up and functional. Not...
May not apply to CA, but here in AZ the way they "check" the evap system is to clamp off the return hose going to the fuel tank and pressure test the tank. It is completely useless as far as checking any actual function of the evap system, and when my '91 Caprice failed for "evap system" I spent...
Finally replaced the broken-out grille. Also, replaced turn signal bulb and got the hi beams working, and replaced the headlight adjuster screws on the driver side. Can't tell you what a change it is to have a decent looking grille and have the headlights all pointed forward. All done with the...
PO swapped on a junk carb in place of the brand new rebuilt unit and cut and / or randomly re-plugged all the carb vacuum lines before I took delivery. Also, overcharged the AC because "I thought it needed topping off", causing the manifold O-rings to blow out on my drive home from the DMV.

Yeah, it was running even worse when I had it hooked to ported. I'm running it off manifold vacuum and still having these problems. I'm going to verify that the TDC mark on the balancer is correct before I try to tune it any more. It ran MUCH better with base timing set at about 12-15degrees or...
I guess I didn't answer your questions, really-
-Not missing, but non-existent acceleration, and pinging under load.
-I'm sure the initial advance is OK, as checked with the advance unhooked.
-Could well be crap in the carb.
Thanks,
-Josh
Feels like it's pulling an anchor. Sounds like it may be pinging under load. I know the carb is shot- I've got another I'm working on rebuilding if I can just find the time. I'm just about positive the accelerator pump is leaky or completely shot.
I'm thinking the Harmonic Balancer may have...
Passed emissions this morning!
It passed the test but was running like a dog. It would stall out unless I drove like there was an egg under the pedal.
I'll start isolating things this weekend and see what the culprit is.
Thanks for the help everybody.

No, they will only check the hoses on the Vapor Can and the EFE, if I remember right. But I do need to hook the vacuum advance up somewhere.
When I bought the 'burb the P/O had hacked a bunch of stuff and the vac advance was not working at all. he had advanced the base timing to compensate. It...
All-
I am missing the "Distributor delay valve" shown in the vac diagram below.
My understanding is that this valve will have the vac advance running from ported vacuum until the engine gets up to temp and the thermal switch kicks it over to direct manifold vacuum.
Is this...
FFFFFFFFuuuuuuuuuuuu*****!!!!!!
You are correct, that line did trace back to EFE, and transmission was the one hooked into manifold vacuum.
P/O had EFE hooked into port "J" on vac diagram (ported vacuum?) and I thought it was transmission governor!
Between that and an uncapped port to...
OK, so I'm going to take the '86 burb C-20 in for a shot at emissions later this week. The P/O had completely hacked up the vacuum lines and unhooked the emissions stuff. I've made a lot of headway, but I'm stuck right now because I think I'm missing the Distributor Delay valve completely, and I...
Well, got it back together and running well enough for a test drive. I had to put another distributor cap on it, because the screw holding the ground wire to the coil was stripped and the ground wire wasn't making good contact. Now I just have to set the timing and I should be ready to move on...
I put in the new Delco pickup assembly that I had already bought, but that's a good idea. I'll at least ohm it out, maybe bench test it with a battery before I put it back in.
Thanks,
-Josh
Well, I think I may have found the root cause of my problems.
When I pulled apart the distributor on the bench, the part below fell out. It looks to be the metal contact tang from a distributor cap, and it looks like it was sitting in between the timer core (toothed part on the dist. shaft)...
