    One can always perform that with a screwdriver as a backup. Basically you're bypassing the ignition switch which should tell you a couple things if starter does or doesn't engage.

    The old radiator flush kits worked great for filling a block up, fill with water at radiator then add coolant till it showed green at the heater hose tee. 50 / 50 outcome every time.
