The plug (cruise control lever) in the first picture plugs into the second socket (cruise control harness) in the second picture. Neither has anything to do with the wipers.

Does it have HEI? If so, temporarily disconnect the vacuum advance. If it improves or is solved, carefully inspect the tiny wires for the pickup coil in the distributor. If the wires are broken or damaged, more than likely you found the issue. Replace the pickup coil.

That’s an easy fix. You need the O ring that goes around the speedo housing, and the small seal that goes inside the housing that seals against the speedo gear.

You can’t get more reliable than a properly rebuilt Q-Jet. And unless your willing to spend some time tuning, i seriously doubt you would improve on the performance and economy of a Q-Jet with a aftermarket carb.
Remove the oil filter, cut it open. Use tin snips, don’t use a hacksaw.
Once the filter is cut apart, remove the filter media. Spread it open, look for metallic debris. If the filter is clean, you can be reasonably sure your engine noise isn’t bearing related.
Start by a detailed and careful inspection of the fuel system. Check the lines, especially the rubber hoses at the tank. Any cracks or pinholes means the pump is sucking air instead of fuel.
