Eric from CarParts here- Yes, you need to drill holes and there should be 6 spacers that go between the frame and the hitch. Looks like you also remove the last/rear most bolt for the spare tire holder. Once it's lined up I use a couple pairs of vice grips to hold in place and drill away...- CarParts.com
