Yes you need a replacement. I bought my suburban last year and my dad and I had to use a flat bar and hammer it to turn over the engine but it wouldn't turn a full 360°. We removed the cylinder heads and found exhaust valves 5 and 7 were dropped. It was a Target Master engine.

Here's a pic of right bank 2,4,6,8. In the middle of tearing this seized Target Master engine apart.
