Odd cable/control going to foot feed.

I have a 1973 K10. There is a control located on the left side of dash where the vent used to be. It goes down to the foot feed and is mounted on the unit. It does nothing to affect anything. It does not pull out just turns left and right like a dimmer. It is connected with a cable but does nothing. Anybody ever heard of this. Sorry I couldn't explain it better. It's independent of the throttle cable but it's connected as though if you were to pull it it would make the truck idle higher. I have no idea.

Pto throttle control?

I would if I could Brother I'm not that sophisticated yet. I'm just going to remove it I was curious if anyone had ever seen such a thing. It's not a manual choke it doesn't go to the carb it goes to the floor and mounts on the throttle assembly. It looks to me like some type of throttle control but I can't get it to do anything. I appreciate the help.

Hillbilly Cruise Control?
It had to have been. I just pulled it out I have no idea what this was. It was drilled in behind where vent should be then routed to the housing on the throttle on the floor and it had what looks like a factory cable clamp on it I don't know. Strange.

Ok, this is a cab view of a c60 farm truck. Notice the 2 knows under the steering wheel.
The red one engages the PTO, the black one is a throttle control to keep the rpms up while engaging the PTO. Does it look like one of these?

This is a 73 K10 what would it be running as far as a PTO? It's not a tractor I'm confused.
