Need Help with Quadrajet Auto Choke

I have a 1986 Chevy c20 with a 350 and a quadrajet carb. When the engine is cold, the choke pull off will immediately pull shut therefore not allowing the choke to close and operate normally. I have verified power to the auto choke but I do not know where to go from here as to why the pull off is closing when the engine is cold and my choke will not work. Please help. also the choke pull off is new.

The pull off is supposed to pull in at idle vacuum. When it is pulled in, it should prevent the choke flap from closing all the way, since you need some air coming in. The amount the choke is left open is adjustable.
