Mounting inner front fenders

So I picked up some offshore front end sheet-metal... I need the stuff wasn't the greatest but what a headache.

What is the best way to mount new inner fenders? Seems to me that when I dismantled this truck I left them in place after I took the fenders off. Right now I really can't figure out how they mounted... Is it easier to mount the inner fender to the outer fender and then install them as a set? Argh

I mount them loosely to the radiator core and firewall then put the fender on. Adjust the fender gaps, make sure the hood opening is square and add the bolts from the inner fender to outer fender and tighten it all down.

Three bolts to the radiator core and two at the firewall.
