Inner fender replacement?

Both inner fenders rusting out at the triage piece with three bolts...whatever the hell they thought that was good for I'll never know! Anyway do I have to remove the whole outer fender too or can I just replace the inner?

A lot of people wonder the same thing. I recently had to junk a pair of inners that were in beautiful shape - except for nearly being rusted through around those triangular reinforcements:

Anyway, here is the procedure for changing out the L & R wheel house panels (that's the official term). The procedure is slightly different for each side. And, yes with a little patience - this can be done without removing the fenders:
