Heater Fuse Issue

Need some help here. My 76 C10's heater fuse has been blowing at an uncanny rate. I have determined that the problem is the fuse terminal itself has a short (saw it arcing). So my question is has anyone else had this problem and how was it solved. Also there is this blue wire that I believe is connected to the blower switch with a fuse in-line. Any ideas on why this was done or what it's purpose is? Finally on the tubes coming out of the evaporator arm the wires for the sensors have all been spliced together. My guess is to bypass them.
