Can a loose steering column cause the ignition switch to bind up? It's a 1991 suburban. Column is loose where it tilts.

It's definitely possible. The actual ignition switch itself is further down the column, operated by a rod that is actuated by the keyed switch.

Yes, it can. try a different position for the tilt and see if it changes the resistance.
