That is the piece that moves the rod that goes down to the high beam switch on the lower left hand of the column. It fits in reference number 25 of the below.

You are still missing some parts. Go back and look at the pictures in your 1st post. It's the black and white horn components one. Now even that one does not show the lock plate that is missing.
This video still shows the lock plate I am referring to...
When the buckling plate flattens out due to the horn pad being pressed it makes contact with that pin and completes the circuit. The pin goes through a hole in the steering wheel and sits in plastic so it is not in contact with any metal in or on the steering wheel.
If you install the plate...
Matt is talking about the wire harness down below the steering column. Specifically, the female connector that the turn signal switch long male multiple prong connector plugs into.
1st pic I found - the white connector in this pic...
Do you mean you changed the turn signal switch?
If so, do you still have the old one?
Seems like 75 and prior take a different switch and there is an adapter plug that allows the newer switch to be used with the old harness. I am wondering if you new switch is completely plugged in.
The 4 bolt wobble only applies to tilt columns and as far as I remember 3 on the trees are all non tilt. IIRC the bowl upper has a cast portion that attached to the shift tube and not sure anymore about the lower portion. Have to dig in to a fixed column exploded view.
If the PCB is torn this probably won't work. If not, it might.

I did not know they made this stuff and did solder some stranded wire ( what I had) to repair mine.
I would agree the OE is thicker and better made.
The key is in the upper housing and the shift lever pins in to the bowl. My guess is that the aluminum tilt housing inside the column that is held to the mast jacket by 4 bolts is moving. Not a hard job if you have the correct tools and a good guide on how it comes apart and a real task if...
I am glad you got it fixed!:)
Trying to see the screen shotted pictures on my phone, however, did not work so well. Are you saying there is a plastic mount that curled ?
Just curious what the issue was.
