91 V2500 Suburban - fan sits completely behind shroud opening, which part is wrong?

Just putting my truck back together after a couple years. Started filling with coolant and started getting a leak through a small hole on the bottom of the water pump. Water pump to fan bolts stuck...
I am replacing the water pump on my 87 454, there are four double-ended bolts that thread into the pump on one end and hold the fan on with the other.. I figured the new pump would come with them, but nope. Anyway, I'm having a tough time getting them off the old pump as they are threaded on...- Kyle R
