    Yep. As long as ignition is applied it is holding it up. Thats also how the idle solenoid on my 1980 quadrajet is. The signal that engages the AC compressor also engages the solenoid to raise the idle RPM while the compressor is active.

    I think you have that backwards. Holds it open when running. When ignition power is applied it pushes the throttle open to keep it running at the appropriate position. When the ignition is shut off it retracts and allows the throttle blades to snap all the way shut to prevent run-on(dieseling).

    You should end up in generally the same area with both methods. Lean drop is easier and more precise if you have access to a tach. If you don't have access to a tach, a vacuum gauge is generally easier to find and cheaper.

    Vacuum leak. Check all your vacuum lines for cracks/old rubber and spray carb cleaner along the base of the TBI unit and around the intake manifold while running. Any change in RPM while spraying around a specific area shows that you have a vacuum leak in that area.
