    Odd, is the steering wheel locked? There is a sifter interlock that can mess up and do exactly what you are talking about.     Thanks for the info and the help, this is what I was leaning towards, i've got all the tools to do it, i've just never fooled with a rebuild on a column. I have torn them out of stuff and put new ones in but I've never torn into one other than the tumbler, clock spring, wheel etc.
