so i basically cant take the beast on the highway. anything over 60mph for more then a few mins and it fould out the cyl 6/8 plugs bad. normal around town driving is burns mabye a quart every 2-3 weeks if that, dosnt smoke much if any, motor is a gm crate 350, mild cam, holley carb, street dominator intake, no name headers, has makye 40-50k on it, any suggestions as to how i can slow the oil burning? new motor/rebuild isnt in the budget, just looking for something to get by for now...

Well i was fouling plugs on cylinder 2 and i replaced valve seals it quit fouling but my motor does smoke guess the rings are wore out but it only smokes when i get on it like kicking in the four barrels...
Does it smoke when you start it up?
It may just be the valve seals or guides
if it was the rings it would be smoking what you need to do is at night go onto the interstate and see if a car is behind you and you can clearly see if it smokes thats the only way i found out mine smoked and if i reved it real hard it would smoke
If it is the valve seals you can change those out with the motor in the truck i think the tool cost about 10 bucks and then you have to buy the valve seals

I agree, it sounds like it's valve guides or seals. Like 82chevy350 said, if it were piston rings, it'd smoke like a chimney while you drove down the road.

When I check out a vehicle I start it up and let it warm up, then rev it to about 2 grand for about 5-10 seconds then let off and rev it back up over and over, not letting it idle down under 1500 and not revving it above 2500. Then if you see smoke while doing that I would suspect bad rings. Shut it off and let it sit for about 5 minutes then start it up again and if it smokes when it first fires up I would suspect valve seals/guides.

My valve seals are out as well. Can enough oil buildup on the plug to keep it from firing?

Given enough time, I'm sure oil could accumulate around the electrode and cause it to missfire even though I've never personally seen it. But depending on how bad your valve seals are, I'm sure you'd notice long before that ever happened.
