Cone Washer Reinstall Question

I just installed a 4" lift steering arm (Rough Country) on my k10 but the cone washers don't seat as deep as the originals did. Originally they sat about 1/16" high now they're a good 3/16" above the arm. I thought maybe torquing the nuts down would sink them deeper into the arm but that didn't happen.
Could it be the cone in the arm wasn't machined deep enough? Is this unusual? or should I pull it apart and start over?

If you torqued them down you should be good. I have had them sit up a little higher than the stock ones.
