Windshield wipers moving slow.

The wipers were moving slow and the delay wipers did not work. I replaced the delay module under the dash and now the delay work but the wipers still move really slow. Not sure where to start with this. Has anyone had a similar problem? The problem is in a 1986 GMC Jimmy.
