Strange Horn Issue

Hi guys hear me out on this one.

Horn has never worked on my 1976, when pressing the horn something clicks under the dash/firewall which I presume means the relay and horn button on my steering wheel is working. If I put direct 12 volts from the battery to the wires from the horn in the engine bay the horn will sound. Jumping 2 terminals together without the relay at the connector makes a click but no noise. The horn will ALSO sound if I am coasting the truck along and driving though I do notice it seems to dim the lights and drops my voltage just a bit. Relay has already been replaced, any ideas?

Track the wire from the horn back, then from the relay back to the column.

Also good idea to remove the horn(s) and clean the ground. The bracket is the ground for the horn.
