Milky residue on glass

Took the hideous black plastic head rack my uncle had on the back windshield and left was this milky residue that I don’t know how to get off. Any ideas? I’ve tried glass cleaner, wd40, soapy water... . I’d like to tint these soon before it gets too hot but I don’t wanna tint with it like this.

soapy water and razor blade or steel wool.

or like others said make sure its not scratched glass.

Looks like water deposits. Razor blade with glass cleaner or vinegar will help dissolve the crust.
