Yes-the blue 3-prong relay is. The other thing is your seatbelt buzzer.

Listen closely for the relay to click when you push the button. If it doesn’t, you’ve either got a bad relay or it’s not getting power. Something could be fishy in the steering wheel, like someone messed with the contact kit. The canceling cam also has a horn component to it, but that seems unlikely. It could also be the horns themselves. They’re self-grounding so you can run a jumper from the positive battery lead of your hooked up battery and tap the pin on each horn to make it beep. These are all the pieces of the puzzle. If none of them are messed up, it’ll be a wiring problem. If one exists, you should be able to isolate whether it’s before or after the relay just by listening to whether a known good one clicks.

The horn relay should have a green, orange and black wire. The black wire should show continuity to ground with the horn button pressed. The orange wire should have power at all times. The green wire goes to the horns. If you jumper the orange to green, the horns should sound. If not, check the horns and related wiring/grounds. Good luck
