I have been exploring this idea of trying to build a way to put a hitch mount on the front frame of my truck and have the receiver part sitting right behind the license plate. that way I can slide in a winch when needed, I was wondering if anyone had done this before

I'm not sure if anyone's gone right behind the lisence plate. I know someone had done a front mounted reciever hitch on their square I can't remember who it was though.I want to do the same thing for a winch too.

it really doesnt have to be behind the plate i just thought it would be cool to keep the clean front end look and then be there when needed. i think im going to get some square tubing and try and bolt it in between the frame and weld on a reciever

I have one installed on my suburban. It mounts using the bumper bracket holes on the frame. It sticks right under the front bumper
It can be seen in the following picture

Here is a picture that shows the receiver without the winch (I'll try to find a picture with the winch mounted)

Used the front receiver to mount a Mile Marker 18000 lb winch. It worked great.

One day when I didn't have the winch mounted - I had to call in outside help:

just so im 100% clear it is just mounted on that cross bar right there? i have that same bar i was wondering if it was strong enough but if you have it mounted there only and pulling from a ditch i would think it is strong enough

Yes, that crossmember is extremely strong in the front/back axis. It is shaped so as have high resistance to deformation in both directions. The top flange is bent backwards and the bottom flange is bent forward. Here are some images showing how it is formed:
