Ive recently purchased this 87 GMC V15 and starting to get to work on fixing it up and am having a hard time identifying what part this is, as its rusted to crap and gouging the window glass when you roll it up and down, the window crank is really jacked up as well so im looking to redo the door panels, just not sure if this part is a piece of the door panel itself, or a trim piece or part of the inner door panel

Also looking to potentially convert it from crank windows to power window & Door locks, so any links to good information on that would be appreciated as well

Thank you!

Outer Window Sweep. Usually like a window squeegie.

LMC truck parts refers to them as door glass window seal (outer) in there catalog and available at most vendors really. As for converting a vehicle to power lock and windows...of course can be done but in my opinion the only elegant solution is to have a parts donor vehicle where you can literally have everything you need, otherwise that's a tough one.
