1982 C10 California emissions 4.1L emission parts help

Doing a restore for with a friend. His fathers truck.
Attached pictures are from an engine rebuild that was done, I think they screwed up with this rebuild.
Attached are pic of the air injection system/valve cover set up.
Calif truck need to have a air pump set up not pulse air. This has both...ugh.
What i see wrong...
I need a valve cover
From the emission decal, i'm missing a 4 port tvs.
Air injection manifold for air pump.
Possibly wrong head.

Any help is appreciated.

Damn, you got it tough in California.

That 250 looks like its in critical condition on life support.

So many useless vacuum lines.
