Voltage to the fuel pump?

Mine reads 8 volts. I think it should be 12 at the tank? My pump works but is weak. Electric fuel pump. Pressure is 5lbs. Could this be from low voltage? What do I replace? Thanks.

Seems to always be the ground in the drivers frame rail, every single time it seems, from either corrosion, bolt not getting torqued down, or a bad ground wire.
Always seems to be ground wire related in my experience lol
