Trying to remove the upper bolts to install some bumper guards

I have some old school bumper guards and I can't get ahold of the top bolts to get them off. Is there a trick to this or will I need to pull the whole bumper out from the shocks/frame?

When I switched rear bumper guards onto a junkyard bumper that I threw on my Caprice, I had to take it off to access the upper bolts. I know that’s somewhat different, but those big ole steel bumpers are fundamentally similar. Maybe someone else has a trick, but you can probably get it off by yourself with only some swearing, and it’d be a piece of cake with a helper.

It can be done without removing other parts, but rust can cause problems.

Another option is to remove the lower grille filler panel.
