TH400 Manual V/Body or Governor modded?

TH400 doesn't shift, Last owner said when they put it in they just assumed it had a manual valve body installed. It shifts fine manually from the tree no issue. My question is, how can a guy tell if the valve body has been changed or if the governor weights are just tied back? Or could this be due to something else? I'm happy with the way it is, but if I can easily have it shift again I would like to try it.

Thanks Cam, that's a big help. Not something that can be easily reversed, but probably what I'm after.

If it has a manual valve body the modulator will be gone and have a plug, and whatever gear you put it in from the start that's where it is until you shift it, so if you put it in 3rd gear(Drive)that's where it starts out from and stays there, if you put it second that's where it starts out and stays there until you shift it same with low gear..

Weights were tied back. Going to remove it and see what happens.

It shifts all by itself now, even the kickdown works. Just needs a little tweaking on the modulator and done.
