@legopnuematic My 84 has those 2 plastic caps/plugs on the bed side.

Guessing it was part of the 81 refresh where they added anti corrosion techniques.

That's what I'm thinking too, which makes sense as they would have had to revise the stamping dies to make a passenger side without a fuel cap/door for 81+ trucks with single tanks.
