1980 heads were junk. I would find better heads or search Clist or Ebay... someone always has a set of new or slightly used aluminum heads. If you're patient and search relentlessly you will find a smoking deal. You need a little ore compression and some flow to produce power. Then an RV cam and headers with dual exhaust. this will wake up that smogger engine.
With only 18,000 miles I wouldn't bother with a new mill.
Or just rebuild it. Hell the next step would be a stroker. Make it a 383.
