crossmember spacer location

where is the proper location of the spacers?? between the member and frame? or over the bolts and the nuts tighten down on them? exactly what are their pourpose??

Factory is between the nut and cross member to give the bolts a little flex. But they can be put between the frame and cross member to drop the transfer case just use new grade 5 hardware.
