    The problem is likely in the mechanism itself, even though it seems to move easily with the drill. I gave up and converted to a manual crank assembly after twisting off a new cable...even though the window moved readily with a small drill.

    That is a nice looking Caprice. Definitely a restoration of the few issues for show. If the weep hole on the water pump is wet, it is time for a new pump...the shaft seal is leaking. Good luck with it.

    There is an outfit in Wichita Kansas which rebuilds steering columns. I'm sure they can get any part. Look for a local to you steering column rebuilder...I know of one in Dallas Texas too, right there on I20 east.
