    How many miles on that setup before the last 2 times it was worked on? And there would be no need to remove the front wheels for an alignment and no need to remove the rear wheels for either repair, so if 3 wheels were loose, at least 1 was rear tire.     Could be. You melted something together in the headlight circuit that is causing a bit of a live short. Headlight switches are cheap if that’s it. Or maybe cheap Chinese relay in the headlight relay kit. The cheap kit I bought is junk. I could see melting a relay over time.

    You can use spray bomb etching or dtm primer and paint. It will be fine. Not as good as good paint or powder coat. Yes of course you want to put “something” on the inside of the rim. Would be silly to just let it rust instantly and perpetually. I’d just order a can or 2 of what you need off...

    Brand specific isn’t really important. Especially in your case as that paint will polish very easy. Meguisrs and others make polish and compound. I use 3M because that’s what I have and a quart of each is good for multiple vehicles. You don’t need much unless you’re buying for multiple jobs. So...

    Fwiw id test compound first. It may erase the paint too fast. Although it would do better at shining up the bare metal much quicker.

    If you haven’t visited the car care aisle at the Vato Zone for 30 years, it might be time! If you’re trying to keep an unprotected vehicle with old soft thin paint shiny and protected from the elements, your money is best spent on a car cover. JMO.

    What pics? Are you parking it outdoors? Can’t fix thin paint. But I’d not use any sort of paste wax that requires polishing off. There are too many good spray n wipe waxes that work fine and don’t take any paint with them when you wipe the car down. Or just do poppy’s patina.
